Rome man arrested in Kentucky after starving and abandoning dog in Floyd County

According to a Floyd County Police Department incident report, On May 3rd, 2023, Officer Kelsi Wade received a phone call from PFC Matthews in regards to questions about an animal cruelty case that was located around 2:56 PM at 803 Moran Lake Road. Officer Wade took the case over from Officer Matthews. On May 5th, 2023, Officer Wade went to Floyd County Animal Control to follow up with the dog from the address. Officer Wade reported, “When [I] was presented with the dog, [I] observed immediately that he was very emaciated. The dog is grey in color pit bull type dog. Dr. Nepps, Animal Control’s Veterinarian, assisted me in taking the photo’s of the dog. The dog’s teeth were broken in multiple places, dirty and uncared for. There were old, healed scars on the dog’s legs, mainly near his elbows. Multiple bite marks were up and down his front legs that were old scars. The dog’s ribs, lumbar vertebrae, pelvic bones, and all bony prominences were evident upon my arrival. [I] observed no discernible body fat and obvious loss of muscle mass. Dr. Nepps had the dog sit up and face away from me. [I] could easily count the dogs ribs, and spine notches as he sat down. His hip bones were evident from behind and protruding from his normal range. The dog’s nails were very overgrown, and [I] located healed bite marks on his paws. While speaking with the responding officers from Animal Control, Jimmy Gibson and Brad Bohannon, they informed me that Cortraveon Bernard Robinson, 20, of Rome, was caring for the dog for his friend (Hayes) while he was getting his living situation taken care of. Robinson agreed to house, feed and care for the dog for Hayes. Hayes was providing Robinson money for the food and care for the dog while in Robinson’s possession. Robinson had the dog for approximately three weeks. [I] know from my experience and knowledge that it takes approximately two weeks for a dog to get to a BCS Level of 1 without proper feedings. Officer Gibson informed me that Robinson stated that he had moved to Kentucky and had left the dog behind. Officer Bohannon also informed me of the exchange of messages between Hayes and Robinson, where Hayes had sent Robinson multiple exchanges of money for the dog’s food. If Robinson used the money to purchase the dog’s food like he told Hayes that he would do, the dog would not be a level 1 on the Purina Body Scale.” Warrants were taken on Robinson, and on May 25th, 2023, Robinson was arrested in Louisville, Kentucky, and extradited back to Floyd County Jail. Robinson was charged with theft by conversion, aggravated cruelty to animals, abandonment of dogs, and felony failure to appear.
