A 63-year-old Rome man was jailed According to Floyd County Jail records, On Tuesday, October 3rd, 2023, Donnie Wayne Phelps, 63, of Rome, met someone he believed to be under 16 online, engaged in a graphic conversation, and asked to meet the child for sex acts. He then traveled to an undisclosed location in Floyd County to meet the child and was arrested. Phelps was booked into the Floyd County Jail on charges of criminal attempt to commit aggravated child molestation, obscene internet contact with a child, and use of a computer to entice a child.
