Sugar Valley man arrested for DUI found with drugs after being found passed out behind the wheel

According to a Whitfield County Sheriff’s Office incident report, On Sunday, May 28th, 2023, at 3:28 AM, Deputy Collins responded to 243 Connector 3 in reference to a male asleep in his vehicle. According to the report, “When Deputy Collins arrived, she witnessed a dark blue Ford Ranger parked at the pump. Deputy Collins approached the vehicle and saw a male, later identified as Raymond Cody Manis, 32, of Sugar Valley, asleep in the driver seat. The window was down, and she attempted to wake Cody up but was unsuccessful. Deputy Collins performed a sternum rub and successfully woke him. While at the window, Deputy Collins noticed a strong smell of marijuana emitting from inside the vehicle. Deputy Collins instructed Cody out of the vehicle, to which he complied. Cody appeared to be confused and disoriented.” While conducting a search of the vehicle Deputy Collins located a red box in the driver seat where Cody was sitting. The box contained a bag with meth, a bag with several pills, and a scale commonly used for weighing narcotics. Inside a black bag next to the gear shifter Deputy Collins located a zip-lock bag with meth, a pipe used for smoking narcotics, a tin canister with an unknown white residue inside, and a bag of marijuana. Cody was transported to the Whitfield County Jail, and Jail Officer Redmond attempted to conduct a blood draw on Cody, but he denied last minute. Cody submitted a sample of his urine instead, and it was placed inside the evidence refrigerator. Cody was charged with DUI driving under the influence, possession of meth, possession of schedule 1, possession of schedule 2, and possession of schedule 3, possession of drug-related objects, and possession of tools for the commission of crime VGCSA.
