Lindale man found with meth after Floyd County officers observe suspicious activity at park

According to a Floyd County Police Department incident report, On March 29th, 2023, Officer Sangphim and Officer Bradley were conducting patrol operations in the area of Chatillion Road Near Dogwood Street with K-9 Lt. Hovers. Officers observed a white SUV parked on the lot of Riverside Park with two white males attempting to force entry into the vehicle and had another vehicle backed up to that vehicle with a tow dolly attached. They had pry bars and a fishing pole stuck in between the door frame and were attempting to unlock the vehicle. LT. Hovers and Officer Sangphim approached and asked the two males what they were doing. Officer Sangphim reported, “They stated that they were towing the other vehicle for a friend. Lt. Hovers had dispatch check the tags of both vehicles for owner information. I informed both men that we simply wanted to make sure they had permission to be towing/forcing entry into the other vehicle. Lt. Hovers identified one male as Cecil Peek Jr., 44, of Lindale, and the other male identified himself as Joseph Butts. Joseph stated that he could call the owner and let me speak to him and requested to get his phone from the Jeep Liberty (tow vehicle). [I] went with Joseph to get his phone, and upon approaching the vehicle, [I] immediately smelled the odor of marijuana coming from inside the vehicle. [I] informed both men that I could smell the odor of marijuana coming from the vehicle. Cecil stated that there was not any marijuana in the vehicle and that there had not been any marijuana in it or anyone that used marijuana in it for over ten days” During a search of the vehicle, officers located a large plastic bag containing meth. There was also a digital scale with the residue of a crystal-like substance, two plastic bags, and two syringes. One of the syringes was loaded with fluid. Cecil was placed under arrest and then transported to the Floyd County Jail, where he was charged with possession of meth, possession of meth with intent to distribute, and possession of drug-related objects.
