Rome man with history of domestic violence assaults and kidnaps woman in Floyd County

According to a Floyd County Police Department incident report, On December 26th, 2022, at 12:51 PM, Officer Kelsi Wade was dispatched to an address on Elliot Drive in reference to a domestic altercation. Dispatch informed Officer Wade and Officer O’Bryan that someone (a black male identified as Ulric Demond Allen Jr, 28, of Rome) had assaulted the caller and was still inside the residence. Officers made contact with an elderly woman (Allen’s grandmother) who informed them that there was no incident, that her boyfriend had left, that there was no need for the police, and that they needed to leave. Officers were eventually able to make contact with the victim via phone, who stated that about an hour ago, she tried to call 911 because her ex-boyfriend had assaulted her and busted her lip. She informed officers that Allen’s grandmother had called him to inform him that the police had come to the house looking for him and to watch out. Polk County Police Corporal made contact with the victim in Polk County and advised she did have fresh injuries to her lip. She advised officers what occurred and that she was sucker punched in the face by Allen. she said, “This is not the first violent assault to happen to me since he has been home from prison. His family begged me not to call the police, so I didn’t, but this time I just had enough of the beatings.” He made her get in the car and would not let her leave. Allen was booked into the Floyd County Jail and charged with kidnapping, battery x2, and probation violation. According to jail records, in 2021, Allen violently assaulted a woman in Floyd County, seriously injuring her.
