Dalton man urinates on self several times during DUI arrest in Whitfield County
According to a Whitfield County Sheriff's Office incident report, on Saturday, February 1st, 2020, at approximately 11:08 PM, a Lieutenant with the Whitfield County sheriff's office conducted a traffic stop on a blue Ford Crown Victoria after observing it fail to maintain lane on GA-52 west of GA-3 (Highway 41). According to the report, dispatch had previously given a BOLO out for the same vehicle after it crashed in Murray County and left the scene. When another deputy arrived on the scene, he observed a Hispanic male outside the vehicle, unsteady on his feet. The male was identified as Rafael Llauger-Gonzalez, 36, of Dalton. Rafael's eyes were glossy and bloodshot. Rafael had a large wet stain in his crotch area. When the deputy asked Rafael if he urinated himself, he stated he did and began grabbing at his crotch. The deputy had to tell Rafael multiple times to stop grabbing at his crotch. The deputy began the standardized field sobriety tests with Rafael. Due to the language barrier and Rafael's high level of impairment, the walk and turn and one leg stand were not conducted. The deputy read Rafael the Georgia Implied Consent Notice for Suspects Age 21 and Over. Rafael refused chemical testing. While The deputy was placing Rafael in handcuffs, he urinated himself again. The Lieutenant located two 211 Steel Reserve 16 ounce beer cans inside the vehicle. One of the cans still contained drinking alcohol. Rafael urinated himself, again, during the intake process at the jail. The deputy located another arrest in November 2019 for open container violations. Rafael was booked and charged with failure to maintain lane, DUI alcohol, less safe, new resident to change address within 60 days, new resident to register vehicle within 30 day, open container violation.
