According to a Whitfield County Sheriff’s Office incident report, On December 10th, 2022, at 4:11 AM, Lt. Rann was traveling Southeast on Airport Road at the intersection with Hill Road. According to the report, “Lt. Rann observed a small passenger car approaching the stop sign on Cessna Drive at Airport Road at an increased speed to be able to come to a stop. The vehicle failed to come to a stop and continued onto Airport Road, turning right at approximately 5-8 mph (estimated). Lt. Rann observed the vehicle driving in the inside lane cross the dotted line, lane divider between the inside and outside travel lanes prior to the intersection with the South Bypass.” Lt. Rann initiated a traffic stop on the 2013 Hyundai Elantra and made contact with the driver, identified as Cloey Alisah Conner, 20, of Chatsworth. Conner began telling Lt. Rann of her having a bad night, and she was just trying to get home. Conner advised that she was having relationship issues multiple times. Lt. Rann could observe an almost empty (approximately 3/4) bottle of liquor on the passenger side floorboard. Conner advised that she didn’t drink and that her friend left the bottle in the vehicle. Conner then showed a BAC of .122 on a PBT. According to the report, Lt. Rann asked Conner again how much she had to drink since she had previously stated that she didn’t drink. Conner then asked her friend on the phone, and her friend advised that she had a few beers before driving.” During standardized field sobriety testing, Conner showed several signs of impairment. Conner became very argumentative and angry after being advised she was under arrest, advising that Lt. Rann knew that she wasn’t drunk. Conner was transported to the Whitfield County Jail, where she showed a BAC of .124. She was charged DUI/alcohol under 21/.02 grams, failure to stop at a stop sign, failure to maintain lane, and open container of alcohol.
